Recently, I exported a video using Adobe Premiere Pro and was surprised to see a huge green bar at the bottom of the video after it was exported.
Originally I created the video using Microsoft XBox Game Bar screen recording software. I had used it many times without any problems. That was until I recently upgraded to a 4k gaming monitor.

I started doing some research and some solutions involved using Handbrake. The solution involved importing the video and exporting it with Handbrake at a constant frame rate, as many people suggested the problem was caused by VFR (variable frame rate).

How to Remove the Green Bar at Bottom of Video
The easiest solution is to stop using Microsoft Game Bar when recording gameplay or screen recording videos. Use NVidia’s GeForce Experience instead!
If you have NVidia GeForce Experience, to start recording a game, simply hit the Alt+Z key and then click start recording or hit the Alt+F9 keys to begin recording video.

I could be wrong, but it seems like the video quality of the saved gameplay video is better, too. But the most important thing is by using GeForce Experience instead of Game Bar, the green bar at the bottom of the video was gone.
Here is what it looks like when using GeForce Experience:
